SB 831 – Land use: accessory dwelling units; This bill proposes relaxing the rules related to ADUs, including no longer requiring replacement parking when a garage is turned into and ADU, automatic approval of ADU applications if not acted upon within 120 days, and several other changes.
SB 1469 – Land use: accessory dwelling units; This bill will ease ADU rules and mandate that local jurisdictions adopt junior unit ordinances.
In September of 2016 Governor Brown signed three bills that make it easier to develop accessory dwelling units in California.
AB 2406 – Junior Accessory Dwelling Units; This bill was sponsored by Lilypad. It’s a Jr. Unit model ordinance that municipalities can easily adopt, and includes wording to prevent utilities and fire agencies from treating Jr. Units as new construction, thereby eliminating utility fees and in most cases, fire sprinklers. It went into effect immediately upon signing.
AB 2299 – Land use: housing: 2nd units / SB 1069 – Land Use: Zoning; These two bills have identical provisions to address ADU parking, utility fees and requirements, and fire sprinkler requirements. They are mandates and went into effect on January 1, 2017.
