In September of 2016 Governor Brown signed three bills that will make it easier to develop accessory dwelling units in California.
This bill was sponsored by Lilypad. It’s a Jr. Unit model ordinance that municipalities can easily adopt, and includes wording to prevent utilities and fire agencies from treating Jr. Units as new construction, thereby eliminating utility fees and in most cases, fire sprinklers. It went into effect immediately upon signing.
These two bills have identical provisions to address ADU parking, utility fees and requirements, and fire sprinkler requirements. They are mandates and went into effect on January 1, 2017.
